GSA BMA Zone 1

Building Maintenance and Operations (BMO) strategic sourcing solution is a comprehensive and flexible solution covering all high-demand BMO services. It is an open market, multiple-award, indefinite delivery, indefinite quantity (MA-IDIQ), government wide contract vehicle supporting the strategic sourcing initiative to reduce costs and drive efficient purchasing by federal agencies. The locations covered by Zone I include the District of Columbia, Virginia, Maryland, Delaware, New York, New Jersey and West Virginia.

Building Maintenance and Operations (BMO) Small Business Zone 1 – The BMO program is composed of multiple award, indefinite delivery/indefinite quantity (MA-IDIQ) contracts. The contracts consist of a base period of five (5) years with one (1) five-year option period. Awardees consist of small business with varying socio-economic categories. The purpose of BMO is to meet the varied building maintenance and operations needs of customers, ranging from complete facilities maintenance to single service solutions, through a streamlined method of procurement at a reduced cost. To create the flexibility required to optimally address any requirement, BMO allows for various contract types and pricing structures at the task order level.

Zone 1 awardees provide service in the following geographic areas – Washington, D.C., Virginia, Maryland, New York, Pennsylvania, New Jersey, West Virginia, and Delaware.

Where applicable, services may include the supply or use of environmentally sustainable products such as U.S. Environmental Protection Agency-designated Comprehensive Procurement Guidelines (recycled content) products, U.S. Department of Agriculture-designated BioPreferred (biobased) products, Energy Star certified or other energy efficient products, WaterSense or other water efficient products, and Safer Choice labeled products.

Building Maintenance and Operations (BMO) Small Business Phase 2 – 6.  The BMO program is composed of multiple award, indefinite delivery/indefinite quantity (MA-IDIQ) contracts. The contracts consist of a base period of five (5) years with one (1) five-year option period and one (1) two-year option period. Awardees are exclusively small businesses. The purpose of BMO is to meet the varied building maintenance and operations needs of customers, ranging from complete facilities maintenance to single service solutions, through a streamlined method of procurement at a reduced cost. To create the flexibility required to optimally address any requirement, BMO allows for various contract types and pricing structures at the task order level.

Phase 2 awardees may provide service in one or more of the following geographic areas –

  • Zone 2 – (Massachusetts, Connecticut, New Hampshire, Vermont, Maine, and Rhode Island)
  • Zone 3 – (Florida, Georgia, North Carolina, and South Carolina)
  • Zone 4 – (Texas and Oklahoma)
  • Zone 5 – (California and Nevada)
  • Zone 6 – (Missouri, Illinois, Iowa, Nebraska, and Kansas)

In order to issue a task order that includes multiple zones, Ordering Contracting Officers must select the desired category/ies for all zones required (e.g. OandMS2, OandMS3, OandMS4, etc). For example, if Operations and Maintenance services are required within Zones 2, 3, and 4, you would need to select: OandMS2, OandMS3, AND OandMS4 in order to see the list of vendors who are awarded all three zones required.
